The paper proposes a coalition that initially targets four emissions-intensive industries\u2014iron and steel, aluminum, cement, and nitrogen fertilizers (hereafter, fertilizers)\u2014which together account for roughly 20% of global greenhouse gas (GHG) emissions (<a id=\"core-R2-1\" role=\"doc-biblioref\" href=\"https:\/\/www.science.org\/doi\/10.1126\/science.aef7190#core-collateral-R2\" data-xml-rid=\"R2\"><i>2<\/i><\/a>). Using plant-level microdata and trade modeling, it examines two institutional designs that have emerged in policy discussions: a uniform price regime with a common carbon price floor and a graduated price regime with income-tiered floors (<a id=\"core-R3-1\" role=\"doc-biblioref\" href=\"https:\/\/www.science.org\/doi\/10.1126\/science.aef7190#core-collateral-R3\" data-xml-rid=\"R3\"><i>3<\/i><\/a>).
